Binance is re-entering the Philippine market through BlockShoals Technologies Inc., which has received final regulatory approval from the country’s Securities and Exchange Commission to test crypto services under its Strategic Regulatory Sandbox framework. The move marks a significant reversal after Philippine authorities took enforcement action against Binance in 2024 for operating without proper licensing and requested local internet service providers block access to the platform.

Under the approved structure, BlockShoals will function as a crypto-asset intermediary, enabling Philippine users to access Binance products through a licensed local entity. The arrangement begins with a 90-day systems integration phase between BlockShoals and its domestic virtual-asset service provider partner before progressing to user onboarding under regulatory supervision. The SEC’s Stratbox programme permits controlled testing of financial innovations before full commercial deployment.
