Binance is moving to establish a regulated payment hub in Kazakhstan that could reshape how crypto-linked settlements flow across Central Asia, the CIS, and Eastern Europe. The exchange plans to create a local subsidiary and apply for Kazakhstan’s new first-category payment organisation licence, which would allow it to route regional client payments and money transfers through a supervised local entity under National Bank oversight.

Between September 4 and 7, Binance signed three separate memoranda with Kazakh authorities covering payment infrastructure, potential stablecoin development, and investment applications. The National Bank will control licence approval and enforce requirements on payment infrastructure, financial stability, AML controls, and system reliability. This follows Kazakhstan’s May 2026 regulatory expansion that brought crypto services outside the Astana International Financial Centre under central bank supervision.

No licence has been granted yet, and no launch timeline has been disclosed. The framework represents Kazakhstan’s push to supervise crypto trading, payments, and tokenisation through regulated infrastructure.
