Russia’s Bank of Russia has authorized licensed domestic forex dealers to offer cryptocurrency CFDs for the first time, approving a new operational standard on July 9, 2026. Alfa-Forex is expected to launch Bitcoin and Ethereum CFDs on July 14, becoming the first dealer to operate under the new framework. The move resolves a prolonged regulatory standoff that left local firms unable to compete with offshore brokers offering crypto products.

However, access is restricted exclusively to qualified investors, significantly limiting market reach. Leverage will be capped at 1:10, far below offshore platforms, further constraining appeal. The Association of Forex Dealers had lobbied heavily for this change after BCS Forex was forced to remove crypto products in late 2025 due to regulatory ambiguity. While crypto CFDs represented only 1.3 percent of global CFD volume in Q1 2026, the authorization provides Russian dealers a regulated pathway to retain high-net-worth clients who might otherwise migrate offshore.

Licensed Russian brokers gain a competitive tool for sophisticated clients, but tight investor qualifications and low leverage mean mass retail crypto flow remains offshore.
