The Bank of Russia has introduced a knowledge-based pathway to qualified investor status, effective 31 August, allowing individuals to bypass the recently doubled asset threshold of RUB 24 million. Four domestic certifications now grant direct access to sophisticated investment products previously restricted by wealth, income, or professional experience requirements.
Recognised credentials include the Qualifin certificate, Financial Analyst Certificate from the National Finance Association, MOEX Investor Certificate, and Investment Adviser Certificate from the National Association of Securities Market Participants. Certificate holders must still apply through authorised brokers or management firms for formal recognition. The MOEX exam requires a 70% pass rate on 50 questions covering markets, instruments, risk management, and regulation.
Deputy Governor Mikhail Mamuta emphasised the goal is educating investors on financial risks rather than simply expanding qualified investor numbers. This comes as Russia doubled standard qualification thresholds from RUB 12 million to RUB 24 million in early 2026, tightening retail access to complex products.
