Ripple has received preliminary approval from Luxembourg’s financial regulator to operate as a crypto-asset service provider across the European Union, though the firm still lacks a full license. The Commission de Surveillance du Secteur Financier issued a green light letter, an early-stage authorization that remains subject to final conditions before Ripple can expand regulated services across the bloc.
Once finalized, the approval would enable Ripple to offer crypto-asset services to banks, fintechs, and corporate clients across all thirty countries in the European Economic Area. The company already holds an electronic money institution license in Luxembourg, which together with the pending crypto permission would bring Ripple into full compliance with the EU’s Markets in Crypto-Assets regime.
However, the green light letter does not constitute final authorization. Ripple must still satisfy undisclosed conditions set by the CSSF, with no timeline provided for completion. The preliminary approval does not currently expand Ripple’s operational capabilities in Europe.
