A wallet connected to sanctioned crypto exchange HTX targeted Kraken with approximately 12,000 micro-transactions between 17 and 24 August, each worth only cents to a few dollars. The incoming transfers triggered Kraken’s automated compliance systems, which identified the funds as originating from UK and EU-sanctioned wallets and immediately froze affected customer accounts. Kraken has since restored account access while retaining the flagged funds and cooperating with authorities as transfers continue.

The incident exposes a critical vulnerability in blockchain compliance infrastructure. Traditional anti-money laundering models assume recipients control incoming transactions, but blockchain’s permissionless nature allows anyone to send crypto to public addresses without consent. This forces compliance teams to distinguish between unsolicited exposure and customer-initiated activity, a distinction existing transaction monitoring tools struggle to make at scale. HTX has denied involvement, suggesting independent actors may be responsible amid disputes over frozen funds. Kraken has not disclosed the number of affected customers or total held funds.

Exchanges must urgently develop risk models that differentiate between consensual transactions and hostile dust attacks to prevent compliance weaponization.
